Addressing FSCA Allegations - Recently, press statements have circulated suggesting that Dupper acted as a “financial adviser” in contravention of FSCA rules. To date, no formal FSCA investigation has confirmed any such breach, and in fact no finding of misconduct has been published. A complaint has been lodged, and Dupper has responded to all queries and supporting documentation and there was never a need for further investigation. In particular, under the DJV Group brand, joint venture “buy-to-let” ventures in sectional-title apartments in South Africa experienced severe stress: property devaluation, exponential increases in body corporate levies (in the range of 15% to 25% annually), and burdensome municipal service levies undermined cash flow viability. In his capacity as director across multiple related entities, Dupper intervened decisively to avoid insolvent trading, to protect creditors, and to unwound unsustainable partnerships before further losses accrued.
This difficult but responsible move underscores his commitment to governance and fiduciary responsibility — he would rather accept reputational scrutiny than risk imperilling partner capital or stakeholder interests.
